EU gets NATO backing for military missions
Luke Hill JDW NATO/EU Affairs Correspondent
Brussels

A landmark military co-operation agreement announced by the EU and NATO will allow the EU to take over NATO's 700-member peace mission in Macedonia as early as February and its 12,000-strong Bosnia mission possibly within two years, alliance and EU officials said.

NATO renewed its Macedonia operation for six months at its 21-22 November Prague Summit but is scheduled to review that decision in February "and at that time we will make an assessment", a NATO official told Jane's Defence Weekly.

Following a meeting of NATO's North Atlantic Council and the EU's Political Security Committee on 16 December, EU High Representative for the Common Foreign and Security Policy, Javier Solana and NATO Secretary-General Lord George Robertson issued a statement that Robertson called "a vital milestone in the history of NATO-EU relations. These decisions will provide a permanent framework for joint action in support of peace and stability".

Robertson cautioned that more work needed to be done to formalise NATO-EU relations. Still outstanding is a security agreement on the handling of sensitive documents and intelligence between the organisations, due to be finalised by 1 March, but NATO diplomatic sources told JDW this should not bar the EU assuming command of Operation 'Allied Harmony' (previously 'Amber Fox') in Macedonia before then. NATO will study the EU's offer to assume command of the NATO-led Stabilisation Force (SFOR) in Bosnia, extended at the EU's 12-13 December Copenhagen Summit, but Robertson noted that SFOR "is a highly complex operation".

Another NATO official doubted that a transfer of command would occur until 2004. However, Solana pointed out that the bulk of forces in SFOR are European, and with NATO support secured by the agreement, he was confident the EU would be up to the job. He also noted the EU was taking over the international policing role there on 1 January 2003.

As for Macedonia, Robertson said, "NATO has no objections to the European Union doing that and I think there has been a favourable disposition for it, as long as the appropriate arrangements were in place. The arrangements are in place and now we'll get down to looking at the detailed modalities."

The military co-operation agreement between the two organisations was secured in Copenhagen when Turkey lifted a two-year veto of NATO's 'Berlin Plus' arrangements, which guarantees planning, assets, capabilities and command arrangements to back EU-led missions when the alliance as a whole chooses not to act. The decision by Turkey allowed NATO ambassadors to vote through Berlin Plus in the waning hours of the major EU enlargement summit in Copenhagen, where 10 countries, including Cyprus, were invited to join the EU in 2004.

Securing NATO capabilities such as operational planning, heavy lift and real-time satellite intelligence cleared a hurdle for the EU's planned capability to deploy a 60,000-strong rapid-reaction force from later this year as decided at the EU's Helsinki Summit in December 1999.

Greece and Turkey had fought bitterly for two years over participation arrangements for the six non-EU European NATO allies in the EU's defence policy, which will exclude partner nations from decision-making until a military operation is ordered, at which time most, and especially Turkey, will play contributing roles.

While differences over the arrangements were ironed out by November, the issue then got swept up in the larger context of Cyprus's candidacy in the EU and Turkey's quest for membership. Even though the EU rebuffed Turkey's bid to win a start date for accession talks, agreeing only to review Ankara's candidacy in December 2004, the new Turkish government decided not to let that stand in the way of an EU-NATO agreement. "For us the issue of Cyprus at NATO was always more important," a Turkish diplomat told JDW.

A final settlement was made possible by an agreement to exclude Cyprus from EU-NATO co-operation if it joins the EU without being reunited, NATO and national sources told JDW. Under the agreement, Cyprus, as well as Malta, another of the 10 EU invitees, will not be involved in EU-NATO co-operation based on their not being members of NATO's Partnership for Peace (PfP).

The diplomatic finesse known as the 'PfP carve out' allowed Cyprus, the last issue on the table for Turkey, because there was no settlement of its divided status as hoped for by the time the Copenhagen invitations were issued, to be taken out of the equation, diplomats said.

Italy orders German PzH 2000 howitzers
Christopher F Foss JDW Land Forces Editor
London

The first PzH 2000 155mm/52-cal self-propelled howitzer will shortly be delivered to Italy from the Krauss-Maffei Wegmann production line in Kassel, Germany.

The first weapon has already been completed and a second will follow later in the year. These will be used to test modifications specified by the Italian Army before production begins at Oto Melara's facility at La Spezia.

The Oto-Melara/Iveco Fiat consortium signed a contract with the Italian Ministry of Defence on 17 December for the delivery of 70 PzH 2000s worth more than EUR500 million ($510 million). Italian-built weapons will be delivered between 2004 and late 2008.

Italy is the fourth NATO member to adopt the PzH 2000. The first was Germany (185 units), followed by Greece (24) and the Netherlands (57).

The complete PzH 2000 turret with its Rheinmetall Weapons & Munitions 155mm/52-cal ordnance has recently been fitted to a frigate being built for the German Navy by Howaldtswerke-Deutsche Werft AG. Germany's frigates are normally armed with an Oto Melara 76mm gun, but the navy considers this provides insufficient firepower for the engagement of land targets. An adapter ring was fitted to the hull on which the complete turret of the PzH 2000 was fitted. The gun was elevated and traversed and firing trials are being considered for the future.

Tanks Get Green Makeover as USAREUR Shifts Focus to Europe

MANNHEIM, Germany — Europe-based tanks and other armored vehicles will soon be repainted to woodland green in a strategic shift away from the desert tan that has marked the Army’s fighting vehicles for more than a decade.

The vehicles had been painted desert tan for operations in the Middle East; the return to the forest colors coincides with security concerns among eastern NATO allies since Russia’s intervention in Ukraine last year.

During a stop at the Army’s Coleman Barracks in Mannheim on Tuesday U.S. Army Europe commander Lt. Gen. Ben Hodges said the conversion is more than symbolic.

“It is about deterrence and reassurance, and paint — all of a sudden that matters,” Hodges said during a tour of Coleman Barracks, where nearly 200 Bradleys, tanks and other heavy vehicles are stored for use by troops rotating through eastern Europe and the Baltics.

Hodges, along with a team from USAREUR and several other commands, examined the facilities at Coleman as part of a “Terrain Walk” through key logistical hubs in Germany.

Coleman, which the Army left in 2011, was set for turnover to the Germans last year. But after Russia’s annexation of Ukraine’s Crimea Peninsula, the Army decided to keep the site, reaching a deal to do so on a temporary basis just three days before the planned turnover.

The fighting vehicles stored here are a key part of USAREUR’s rotation of troops and vehicles into the Baltics and eastern Europe.

At Coleman, military officials discussed ways to improve the flow of equipment to the region, much of which moves by rail. For the Army, large-scale gear and troop movements around Europe have demanded that the Army relearn old logistical skills not exercised during the war years in Iraq and Afghanistan, officials said.

“We need to rebuild competency on several levels,” said Maj. Gen. Duane A. Gamble, commander of the 21st Theater Sustainment Command.

Soon, the 21st TSC will be pushing green vehicles into Europe's east, with tanks set for paint jobs in the week ahead, officials at Coleman said.

Looking at one freshly painted Bradley, Hodges said: "That looks like it is here to stay."
