-- Near Ayn Isa, nine strikes engaged four ISIL tactical units, damaged a supply route, and destroyed two artillery pieces, two fighting positions and a tank.

U.S. Airstrike in Syria Kills Senior al-Qaida Leader

WASHINGTON, Nov. 22, 2016 — As part of ongoing efforts to disrupt terrorist networks, Pentagon Press Secretary Peter Cook today confirmed that U.S. forces conducted a precision airstrike near Sarmada in northwest Syria Nov. 18 that killed Abu Ayyub al-Masri, a senior al-Qaida leader in Syria.

Al-Masri was an Egyptian who joined al-Qaida in Afghanistan and later moved to its Syrian affiliate, Cook said during a briefing with Pentagon reporters.

“He had ties to terrorist groups operating throughout Southwest Asia, including groups responsible for attacking U.S. and coalition forces in Afghanistan and those plotting to attack the West,” he added, noting that al-Masri’s removal from the battlefield is another blow to al-Qaida in Syria.

The successful airstrike “demonstrates continued U.S. determination to target al-Qaida leaders wherever they pose a threat to the U.S., our allies and interests,” Cook said.

Carter Call with Barzani

This morning, Cook said, Defense Secretary Ash Carter spoke by phone with Kurdistan Regional Government President Masoud Barzani.

“They had a very productive call focused on the ongoing fight against [the Islamic State of Iraq and the Levant],” the press secretary said, and Carter thanked Barzani for the courage of Kurdish fighters and for close KRG cooperation with the central government in Baghdad and the coalition in planning and executing operations to free Mosul.

Barzani thanked Carter for the coalition's continued support to Peshmerga forces, Cook added, and the two leaders pledged to remain in close coordination as the Iraqi-led counter-ISIL campaign progresses in Iraq.

Progress in Iraq, Syria

In Iraq, Cook said, Iraqi forces continue to clear areas in and around Mosul despite strong ISIL opposition.

“The [Iraqis] continue to make progress while exercising commendable care to avoid civilian casualties. They've been dealing among other things with vehicle-borne [homemade bombs] and the use of human shields by ISIL,” he told reporters.

In the last 24 hours the coalition conducted nine strikes, delivering 72 munitions to support operations in and around Mosul.

“This remains a tough urban campaign,” Cook said, “though it will end with Mosul free of ISIL's rule.”

In Syria, Syrian Democratic Forces continue to seize and clear territory north of Raqqa in preparation for that city's isolation and eventual liberation, he said.

“Those SDF forces are now 20 kilometers from Raqqa. The SDF has essentially closed a pocket of ISIL forces now encircled by their advance and they are clearing that pocket in preparation for future operations,” Cook said.

In the last 24 hours, the coalition has conducted 11 strikes delivering 35 munitions in support of the SDF's drive on Raqqa, he said.

“We continue to see indications that the simultaneous pressure on ISIL in both Syria and Iraq combined with relentless strikes on ISIL leadership is complicating ISIL's ability to reinforce and to command and control its forces,” Cook said.

Thanksgiving for Troops

As Americans prepare for the Thanksgiving holiday, Cook said, “Around the world our troops and DoD civilians are working to protect the nation. And as you might expect, the Department of Defense is working to provide as joyous a holiday as possible for those personnel who can't be home with their families.”

This week, for deployed service members in Afghanistan, Iraq, Jordan and Kuwait, the Defense Logistics Agency will provide 34,760 pounds of turkey, 32,550 pounds of beef, 21,450 pounds of ham, 28,980 pounds of shrimp, 9,115 pounds of stuffing mix and 879 gallons of egg nog.

“We want to wish a happy Thanksgiving to our troops deployed around the world, as well as to those here at home and to their families,” Cook said.

Carter Offers Condolences for Fallen U.S. Service Member in Syria

WASHINGTON, Nov. 24, 2016 — Defense Secretary Ash Carter today offered his condolences to the family, friends and other loved ones of a U.S. service member who was killed on Thanksgiving in Syria.

“I am deeply saddened by the news on this Thanksgiving Day that one of our brave service members has been killed in Syria while protecting us from the evil of ISIL,” Carter said in a statement issued today. “It is a painful reminder of the dangers our men and women in uniform face around the world to keep us safe.”





The secretary added, “Please keep this service member's family, friends and teammates in your thoughts and prayers, and this Thanksgiving I hope you will join me in expressing thanks to all of our dedicated troops who selflessly protect us every day.”

The U.S. service member died from wounds sustained in an improvised explosive device blast in the vicinity of Ayn Issa in northern Syria, according to a Combined Joint Task Force - Operation Inherent Resolve news release.

Further information will be released as appropriate, the release said.

“The entire counter-ISIL coalition sends our condolences to this hero's family, friends and teammates,” Army Lt. Gen. Stephen J. Townsend, commander of Combined Joint Task Force - Operation Inherent Resolve, said in the release. “On this Thanksgiving, please be thankful that there are service members willing to take up the fight to protect our homeland from ISIL's hateful and brutal ideology.”

Air Force Brig. Gen. Richard "Tex" Coe, who headedU.S. Air Forces Central Command’s investigation of the strikes near Dayr az Zawr, Syria, presentedfindings and recommendations during a media teleconference from Joint Base Langley-Eustis, Virginia.

At the time of the airstrike, coalition aircraft were attacking what they believed to be ISIL fighting positions, the general said, but during the course of the strike a Russian official used a previously established flight-safety hotline to notify the Combined Air Operations Center, or CAOC, that the target personnel vehicles were Syrian military forces.

After the Russian notification, the coalition stopped the attacks, Coe said.

This afternoon during a media briefing Pentagon Press Secretary Peter Cook said that Defense Secretary Ash Carter has been briefed on the investigation and is grateful for the investigation team’s hard work and the participation of several coalition partners.

Cook said Carter also fully supports the efforts of U.S. Central Command, U.S. Air Forces Central Command and the CAOC to implement lessons learned from the incident.

Regrettable Error

Coe, who was deployed all last year in support of Operation Inherent Resolve, had target engagement authority among his primary responsibilities.

“We've been flying these sorts of missions, planned out of the Combined Air Operations Center, for a number of years. It's what we do,” he said. “And in this incident ultimately we made an unintentional, regrettable error, primarily based on human factors in several areas in the targeting process.”

Afcent commander Air Force Lt. Gen. Jeff Harrigian ordered the investigation and said in a statement about the outcome that, “In this instance we did not rise to the high standard we hold ourselves to, and we must do better than this each and every time.

Harrigian already has ordered improvements based on lessons learned during the investigation, Coe said.

The team interviewed more than 70 U.S. and coalition personnel who participated in airstrike coordination and execution and studied more than 250 pages of written testimony.

“We reviewed intelligence reports, looked at imagery, tactical and legal guidance, and the targeting process used at the time of the incident,” Coe said, and the team studied information available to decision-makers at the time. But, he said they also studied information that became available only after the incident.

“Having performed a thorough review of all the facts and circumstances, as the investigating officer I found that the decision to identify the targets as [ISIL] military objectives was made in good faith, based on information reasonably available at the time to all coalition decision makers,” Coe said, adding that the targets were struck in accordance with the law of armed conflict and applicable rules of engagement for all nations involved.

Misidentifying Forces

The team also found no intent to target Syrian forces, and that the targets underwent an appropriate assessment, review and validation process.

But in post-review, he added, “post-strike analysis shows that more likely than not, forces aligned with the Syrian government were struck,” noting that the assessment is based on multisource intelligence, hotline feedback received from the Russians and historical records that show what was known about different forces and how they were positioned over time.

Unable to physically visit the attack site, the review could confirm only 15 deaths using full-motion video and overhead intelligence, surveillance and reconnaissance resources, Coe said, adding that the Syrian Observatory for Human Rights reported 84 killed.

Several factors led to planners misidentifying the forces on the ground, the general said. Some of the factors are still classified and for security reasons he said couldn’t discuss tactics, techniques or procedures.

But he could say that “as intelligence, surveillance and reconnaissance aircraft were overhead building the intelligence pictures for our strike planners, it was noted that the personnel on the ground equipped with military weapons and vehicles were not wearing recognizable uniforms. They had no unit flags or insignia or markings that we could observe and this was one set of factors that made it possible to see [ISIL] fighters were actually what we now think were likely forces aligned with the Syrian regime.”

Areas of Improvement

The investigation findings pointed to four areas that could use improvement, Coe said.

-- A recommended review of the hybrid targeting process used in the strike, which was a mix of the days- or weeks-long deliberate targeting process, and the accelerated process used for fast-emerging dynamic targets;

-- Improved information sharing among analysts to guard against human factors such as confirmation bias and invalid assumptions that led to the strike;

-- A more effective lessons-learned process in the CAOC to better avoid repeating mistakes; and

-- Enhanced use of the U.S.-Russia safety deconfliction hotline, established under the bilateral Flight Safety Memorandum of Understanding, to ensure that critical information is communicated more quickly to available personnel.

“I know General Harrigian and his team are already working hard on all of these recommendations,” Coe said, noting that the enhanced use of the safety deconfliction hotline already has been implemented “so that something precisely like this doesn't have a chance of occurring again.”

Dunford, Troxell Thank Incirlik Airmen for Professionalism, Flexibility

INCIRLIK AIR BASE, Turkey, Dec. 5, 2016 — The chairman of the Joint Chiefs of Staff began the annual USO Tour here by saying thanks to the airmen who have been through so much over the past year.

This is Marine Corps Gen. Joe Dunford’s seventh trip to the base since assuming duty as chairman in October 2015. Just this year, he and Army Command Sgt. Maj. John W. Troxell, the senior enlisted advisor to the chairman, have been to the base four times.

Incirlik is a hub in the campaign to counter the Islamic State of Iraq and the Levant, Dunford said, noting American, German, Spanish and Turkish airmen regularly fly missions against ISIL from the base.

Thanking Service Members

This is an opportunity to thank the airmen for “what they have gone through this year,” said Dunford, who praised the flexibility, professionalism and commitment of the airmen.

He thanked the service members for working with Turkey, calling it one of the most important strategic allies the United States has in the world.

“You couldn’t have done a better job of working through the challenges of the past year,” the chairman said.

Crossroads of Counter-ISIL Campaign

Dunford said Ircirlik is the crossroads in the campaign against ISIL in Iraq and Syria, and the work of the rotational units at the base is making a big difference in Iraq and Syria.

He noted when he was first in Turkey as chairman in October 2015, there was some pessimism about the counter-ISIL strategy.

“Ramadi hadn’t fallen and folks thought the campaign was off the rails,” he said. “But because of the commitment and professionalism of the soldiers, sailors, airmen and Marines -- many of them operating right here -- today we’re pretty busy.”

Dunford added, “Today, when you talk to the folks who are flying the wings off airplanes, they are doing so, because the operational tempo is high because the enemy is on the run in Mosul, in Raqqa, and we’re making a huge difference.”

At the end of the day, he said, “This Christmas, back home, is safer than last Christmas, in large part [due to] what’s happening here.”

Military Strikes Continue Against ISIL Terrorists in Syria and Iraq
SOUTHWEST ASIA – On Dec. 7, Coalition military forces conducted 23 strikes against ISIL terrorists in Syria and Iraq.
In Syria, Coalition military forces conducted 12 strikes using attack, bomber, fighter, and remotely piloted aircraft against ISIL targets. Additionally in Iraq, Coalition military forces conducted 11 strikes coordinated with and in support of the Government of Iraq using attack, fighter, and remotely piloted aircraft against ISIL targets.
Syria
Near Ar Raqqah, six strikes engaged two ISIL tactical units and a staging area; destroyed a mortar system, a fighting position, and a training camp; and damaged two supply routes.
Near Ayn Isa, two strikes destroyed an ISIL road block and damaged four supply routes.
Near Dayr Az Zawr, three strikes destroyed 17 oil tanker trucks and three oil wellheads.
Near Manbij, one strike destroyed an ISIL vehicle.
Iraq
Near Al Qaim, one strike engaged an ISIL tactical unit and destroyed two ISIL-held buildings.
Near Baghdad, one strike engaged an ISIL tactical unit.
Near Bayji, one strike destroyed an ISIL mortar cache.
Near Mosul, five strikes engaged two ISIL tactical units; destroyed 11 armored vehicles, five vehicles, four ISIL-held buildings, three VBIEDs, two fighting positions, two mortar systems, a VBIED facility, a front-end loader, and an artillery system; damaged three supply routes, three ISILheld buildings, and an armored vehicle; and suppressed five tactical units.

Strikes in Syria

Attack and fighter aircraft conducted seven strikes in Syria:

-- Near Raqqah, three strikes engaged an ISIL tactical unit, destroying a vehicle, a fighting position and a supply cache.

-- Near Ayn Isa, two strikes damaged five ISIL supply routes.

-- Near Dayr Az Zawr, a strike destroyed an oil wellhead.

-- Near Palmyra, a strike destroyed 168 oil tanker trucks.

Raqqa, Mosul Liberations Progress as ISIL Loses Resources to Fight

WASHINGTON, Dec. 8, 2016 — The U.S.-led coalition and local ground forces continue to progress against the Islamic State of Iraq and the Levant’s self-proclaimed capitals of Raqqa in Syria and Mosul in Iraq, the spokesman for Combined Joint Task Force Operation Inherent Resolve told Pentagon reporters today.

Speaking live via video conference from Baghdad, Air Force Col. John Dorrian said airstrikes are accelerating in Raqqa on ISIL fighters and resources in support of the Syrian Defense Forces' offensive, and 300 such strikes in the past month enabled liberation of more than 270 square miles of territory from ISIL.

Liberating territory in northern Syria has freed up thousands of civilians from ISIL’s grip, but many remain displaced, the colonel said. “Many of those people are moving into Manbij,” he added, “but unfortunately, as they move in that direction, and even as they find refuge in and around the city, they're being targeted by ISIL small arms and [improvised explosive device] attacks.”

The SDF and its Arab elements established a governance representing the local population, and it’s begun to supply services to Manbij, including opening more than 240 schools since the city’s liberation, Dorrian said, adding that a similar system is expected for Raqqa once it is liberated.

“As the SDF isolates Raqqa, the number of SDF fighters continues to grow, as another Arab brigade joins the SDF with more than 1,000 citizens, men and women, joining to reclaim and protect their homes,” he said.

More than 1,500 new SDF fighters also are in training to liberate Raqqa and defend the forward line of troops, he said, noting more than 90 percent of the graduates are Arab, which he said is critical to the liberation and to setting up governance for the city’s residents.

Talks With Turkey Planned

“This week we're facilitating joint discussions with Turkey, the SDF and other coalition partners to promote de-escalation in the area,” Dorrian said. “Diplomacy and continued coordination will ensure ISIL's lasting defeat.” The meetings are starting points to address a challenging situation, said he explained, and he noted that every party in the discussions has an overriding, common interest to defeat ISIL.

Incremental Progress Made in Mosul

In Mosul, Iraqi security forces continue to make incremental progress in clearing the city, with the counterterrorism service clearing added areas in eastern Mosul, while the 9th Division of the Iraqi army penetrated the city on the southeast axis.

“The opening of a new axis forces ISIL to react to that advance, reducing their ability to concentrate combat power on the eastern axis,” Dorrian said. “Coalition air and artillery strikes continue to damage this enemy, engaging tactical units on the battlefield, vehicle-borne improvised explosive devices, supply routes, and excavating equipment in the past few days.”

U.S.-led coalition airstrikes reflect more strikes in and around Mosul on supply routes, key terrain, and excavating equipment, Dorrian said, to reduce ISIL’s ability to rotate its forces, resupply, and use vehicle-borne IEDs against the Iraqi security forces.

No Casualties in Hospital Airstrike

Dorrian also updated reporters on a coalition airstrike yesterday that struck a hospital in Mosul.

“Last night, the coalition conducted a precision strike on ISIL fighters who had seized part of the Al Salam hospital complex in southeast Mosul and were using the facility to fire heavy machine guns and rocket-propelled grenades at the Iraqi security forces in the area,” the spokesman said. Iraqi forces requested the strike to facilitate their ability to move to a safer and defensible position, he added.

“We don't take lightly any decision to strike a target that would normally be a protected facility,” the colonel told reporters. The Operation Inherent Resolve commander has directed a review of the facts leading up to the decision to strike the hospital, Dorrian said, adding that coalition officials at this point have no reason to believe that procedures were not followed properly or that unintended effects were achieved.

“We've not seen any indications at this point that civilians were harmed in the strike,” he said.

Airstrike Destroys Fleet of ISIL Oil Tankers in Syria

WASHINGTON, Dec. 9, 2016 — In the largest airstrike of its kind to date, the coalition destroyed a fleet of 168 Islamic State of Iraq and the Levant oil tanker trucks near Palmya, Syria, according to a Combined Joint Task Force – Operation Inherent Resolve news release.

"The coalition continues to forcefully prosecute the air war on ISIL revenue capability," Air Force Col. John Dorrian, CJTF-OIR spokesman, said in the release. "When ISIL has access to large sums of money, they use it to conduct violent terror attacks against anyone who doesn't share their barbaric ideology."

The coalition is systematically targeting ISIL-affiliated oil infrastructure to eliminate millions of dollars in potential revenue, the release said. This most-recent strike resulted in estimated lost revenue of more than $2 million. Stopping or severely hampering ISIL cash flow degrades their ability to fund the war effort in Iraq and Syria and terrorist attacks around the world.

The destruction of ISIL oil tanker trucks and petroleum equipment is just one of the multiple targets the coalition strikes to hasten the military defeat ISIL in Iraq and Syria by, with and through partnered forces, the release said.

Как объявила в пятницу пресс-служба Центрального командования (СЕНТКОМ) Вооруженных сил США, это был "крупнейший в своем роде авиационный налет на сегодняшний день".
