-- Near Dayr Az Zawr, seven strikes destroyed nine oil tanker trucks, six oil wellheads and a pumpjack.

-- Near Raqqa, six strikes destroyed three tunnels, an artillery system, a vehicle bomb and an ISIL headquarters.

Strikes in Iraq

Bomber, fighter and remotely piloted aircraft and rocket artillery conducted nine strikes in 27 engagements in Iraq, coordinated with and in support of Iraq’s government:

-- Near Huwayjah, a strike engaged an ISIL tactical unit, destroyed two ISIL-held buildings and damaged a tunnel.

– On Feb. 13, Coalition military forces conducted 26 strikes consisting of 48 engagements against ISIS terrorists in Syria and Iraq. Syria
In Syria, Coalition military forces conducted 18 strikes consisting of 21 engagements using attack, bomber, and fighter aircraft; as well as rocket artillery against ISIS targets.
Near Abu Kamal, one strike destroyed an oil pump jack.
Near Ar Raqqah, 15 strikes engaged nine ISIS tactical units; destroyed 13 fighting positions, a tactical vehicle, and an ISIS headquarters; damaged three supply routes, and a bridge; and suppressed an ISIS tactical unit.

Iraq

– On Feb. 16, Coalition military forces conducted 41 strikes consisting of 62 engagements against ISIS terrorists in Syria and Iraq.
In Syria, Coalition military forces conducted 34 strikes consisting of 35 engagements against ISIS targets.
• Near Abu Kamal, five strikes destroyed seven oil tanker trucks, three oil refinement stills and two oil wellheads.
• Near Al Bab, one strike destroyed a decoy tactical vehicle.
• Near Ar Raqqah, 17 strikes engaged two ISIS staging areas and an ISIS tactical unit; and destroyed four tunnels, three fighting positions, three ISIS-held buildings, two weapons storage areas, two ISIS headquarters, a VBIED storage facility, a fuel station and a bridge.
• Near Dayr Az Zawr, 11 strikes destroyed 20 oil tanker trucks, six oil wellheads, two artillery systems, an oil storage tank and a crane.
In Iraq, Coalition military forces conducted seven strikes consisting of 27 engagements coordinated with and in support of the government of Iraq against ISIS targets.
• Near Kisik, one strike engaged an ISIS tactical unit.
• Near Mosul, three strikes engaged two ISIS tactical units; destroyed four watercraft, three front-end loaders, two shipping containers, a mortar system, an artillery system, a VBIED facility, a vehicle and an ISIS-held building; damaged 11 supply routes and a tunnel; and suppressed a mortar team and an artillery team. • Near Tal Afar, three strikes destroyed an IED facility, a weapons storage facility, and a fuel storage area.

Combined Joint Task Force Operation Inherent Resolve These strikes were conducted as part of Operation Inherent Resolve, the operation to destroy ISIS in Iraq and Syria. The destruction of ISIS targets in Iraq and Syria also further limits the group's ability to project terror and conduct external operations throughout the region and the rest of the world. This Coalition strike release contains all strikes conducted by fighter, attack, bomber, rotarywing, or remotely piloted aircraft, rocket propelled artillery and some ground based tactical artillery when fired on planned targets. Ground-based artillery fired in counter-fire or in fire support to maneuver roles are not classified as a strike as defined by CJTF-OIR. A strike, as defined in the Coalition release, refers to one or more kinetic engagements that occur in roughly the same geographic location to produce a single, sometimes cumulative effect in that location.

BAGHDAD, Feb. 17, 2017 — Iraqi security forces have nearly 5,000 more personnel to assist as hold forces in eastern Mosul -- and eventually will fight against the Islamic State of Iraq and Syria in western Mosul -- following recent graduation ceremonies at Taji, Besmaya, Erbil and Al Asad Air Base.

At Taji and Besmaya, nearly two thousand Ninevah policemen graduated and are poised to assist in the fight against ISIS in Mosul.

Taking the Fight to ISIS

“Task Group Taji IV is proud to see them develop into an effective security force, ready to take the fight to ISIS,” said Australian Col. Richard Vagg, task group commander.

Australian and New Zealand Defense Force soldiers are the lead element at Task Group Taji IV, one of four Combined Joint Forces Land Component Command-led training locations in Iraq. Over the past month, the coalition provided infantry-based tactics, techniques and procedures to men who will play a major role in defending, holding and stabilizing liberated areas.

In Besmaya, Spanish coalition members led Ninevah police forces training.

Iraqi Police Trainees ‘Young, Determined’

"The police trainees are determined to defend their country against ISIS,” Vagg said. “They’re young and determined -- many of them come from Mosul where they’ve lost family members to ISIS’s campaign of terror.”

In addition, 300 Iraqi soldiers graduated from patrol and clearing techniques training at Al Asad Air Base. The training, led by the combined efforts of Danish, British, Latvian, Estonian and American forces, will ensure the Iraqi forces are operationally capable in their efforts to defeat ISIS.

The government of Iraq, supported by the Combined Joint Task Force Operation Inherent Resolve multinational coalition, launched the Mosul offensive in October 2016 to liberate Iraq’s second-largest city which was taken from them in 2014.

Liberation of Eastern Mosul

After three months of intense fighting, Iraqi Prime Minister Haider al-Abadi announced the liberation of eastern Mosul Jan. 24. As the Iraqi security forces prepare to engage in the next phase of their operation, hold forces such as the Ninevah police will be essential to provide immediate support and security, enabling the ISF to focus on the western side of the Tigris River.

Incirlik Airmen Feel Sense of Accomplishment in Counter-ISIS Battle

INCIRLIK AIR BASE, Turkey, Feb. 17, 2017 — Airmen at this crucial base in the fight against the Islamic State of Iraq and Syria are feeling a sense of accomplishment after Iraqi ground forces cleared eastern Mosul of the enemy, Air Force Col. David Trucksa, commander of the 447th Air Expeditionary Group, said here.

The group provides air support for Iraqi forces battling ISIS and for Syrian forces confronting the group around Raqqa. “At the height of the East Mosul operation, we were dropping a bomb on an ISIS target every eight minutes, 24 hours a day,” Trucksa said in an interview.

The colonel spoke to the press today during a visit by Marine Corps Gen. Joe Dunford, the chairman of the Joint Chiefs of Staff.

Base Plays Key Role in Counter-ISIS Campaign

A-10 Thunderbolt II aircraft supported by tankers and intelligence, reconnaissance and surveillance assets from the base are a key part of the success of the campaign.

It has been a challenge. Last year, the threat of possible terror attacks against the base meant family members were evacuated. In July, the coup attempt against Turkish President Recep Tayyip Erdogan shuttered the base and stopped operations for a short while.

After a period of uncertainty, operations again ramped up and A-10s, supported by KC-135 tankers and ISR assets, took the fight to the enemy.

And then in October the Iraqi offensive to liberate Mosul from ISIS ratcheted up the tempo.

The Air Force deployment schedule causes its own churn. There are only four people on operations that were here in December, Trucksa said.

Well-Trained Units

Yet the training that squadrons receive before coming to Incirlik prepares them well, the colonel said. “We had back-to-back A-10 [deployments] from the Air National Guard, and now have an active duty squadron from Davis-Monthan Air Force Base, Arizona,” he said. “They arrived just over a month ago, so they have been getting their spin up, getting used to flying here.”

The obvious difference between Guard and active units is the experience levels. Guard units typically have much more experience flying the aircraft -- thousands of hours versus hundreds. In the current fighter squadron only four of their pilots had ever deployed before, so this operation is their first combat time.

“It’s a testament to the training process eight to ten months prior … to get ready for this, so Day 1, they roll in ready to do the mission,” Trucksa said.

And the deployments are demanding. “In my previous experience, you could go weeks before you actually employ weapons,” the colonel said. “These guys, the first time across the line, they are actually employing weapons and doing it well.”

There is also churn on the tanker side as well. The tankers are centered around a unit from Tinker Air Force Base, Oklahoma, but it is scheduled to finish in a couple of weeks and a new unit is coming in, Trucksa said. Again, he added, training and the deliberate deployment process will mean they are ready to do their jobs on arrival.

‘We Are Doing More’

As all these changes occur, the mission grows. “We are doing more,” he said. The operation to liberate Mosul began in October and took 100 days to liberate the eastern half of the second-largest city in Iraq.

“January was the highest number of weapons released in Operation Inherent Resolve since the beginning,” he said. He noted that airmen dropped 227 bombs on ISIS targets just during President Donald J. Trump’s inauguration on January 20.

Even with all the changes and the uncertainty caused by the attempted coup, morale on base remains high. The airmen had a real uplift at Christmas when Americans sent care packages to airmen on the base. “I think our postal center was overrun with folks sending stuff for the troops overseas,” Trucksa said. “It was pretty cool and … a visible show of American pride and patriotism.”

But even the holidays didn’t slow the work at the base. The missions continued. Morale stayed high because of the progress being made on the ground. “A lot of people didn’t want to leave, I got a lot of people who wanted to stay to see this through,” Trucksa said. “They felt this was the most rewarding deployment they have been on. I had no problems getting people to work because they believe they are helping.”

Moving forward there are many questions -- mostly hinging on what ISIS does. “Will they stand in western Mosul and fight to the death? Will they try to reconstitute back in Syria?” he said. “We just don’t know, but we have to be prepared for it all.”

Trucksa added, “With our precision munitions we limit as much collateral damage as we can. We’re not carpet bombing-the city. We pinpoint the target and kill them as required per the ground commander’s request. Right now, we haven’t changed the weapons types we’ve been loading because we think it may be the same as the East.”

In Raqqa, the shaping phase of the campaign continues and counter-ISIS forces are surrounding the city. “Once they push into the city, we will see how effective [ISIS’s] resistance is,” he said. “It’s their so-called capital and they have had years to fortify it. We expect them to put up a fight for it.”

WASHINGTON, Feb. 16, 2017 — Defense Secretary Jim Mattis met with defense ministers from 27 nations participating in the counter-ISIS campaign, Defense spokesperson Navy Cmdr. Sarah Higgins said in a news release today.

Mattis was attending the counter-ISIS ministerial meeting at the NATO headquarters in Brussels.

NATO Secretary General Jens Stoltenberg welcomed ministers and listened to the discussion, which also included senior representatives from seven coalition nations whose ministers were unable to attend, Higgins said.

The meeting focused on the counter-ISIS campaign in Iraq and Syria, including an update on the current military plan through the end of the year. Mattis welcomed feedback from his counterparts on the campaign plan and thanked them for their countries' contributions. He enjoined them to continue working together to improve the efficiency and efficacy of the campaign, thereby speeding the demise of ISIS, she said.

The ministers agreed to meet again in the fall to discuss the state of the campaign and consider additional adjustments based on the changing environment and other lessons learned, Higgins said.

Iraqi Security Forces Begin Operations to Liberate West Mosul

SOUTHWEST ASIA, Feb. 19, 2017 — The government of Iraq and Iraqi security forces announced today the commencement of operations to liberate western Mosul from Islamic State of Iraq and Syria terrorists, Combined Joint Task Force Operation Inherent Resolve officials reported.

In a release, officials said the battle for the complete liberation of Mosul cannot come soon enough for the hundreds of thousands of Iraqi citizens who for more than two years have suffered under ISIS oppression and terror.

“ISIS’s cruelty, brutality and reach show they are not just a threat in Iraq and Syria, but to the region and the entire world,” said Army Lt. Gen. Stephen Townsend, commander of Combined Joint Task Force Operation Inherent Resolve.

ISF 'Have Risen to the Challenge'

Over the course of the past two years, and in particular the past four months in Mosul, the Iraqi forces have proved themselves to be an increasingly capable, formidable and professional force, the release said.

“Mosul would be a tough fight for any army in the world, and the Iraqi forces have risen to the challenge,” Townsend said in the release. “They have taken the fight to the enemy and sacrificed their blood for the people of Iraq and the rest of the world.”

The release said the ISF is "standing fast" against ISIS terrorists who employ ruthless defensive tactics, including the employment of suicide vehicles, improvised explosive devices, explosive-laden unmanned aerial vehicles and chemical weapons.

“While ISIS indiscriminately targets civilians the Iraqi security forces continue to do everything in their power to protect the citizens of Mosul, of all sects and religions,” said Townsend. “They have shown all of Iraq how to be a unified nation.”

Coalition Contributions

Over the course of the past two years, the release said, a coalition of more than 65 nations unified to defeat ISIS. The coalition contributes by providing the Iraqi forces with equipment, training, intelligence and surveillance, precision fire support and military advice to leaders, the release said.

To date, the coalition has conducted more than 10,000 airstrikes against ISIS targets in Iraq and trained and equipped more than 70,000 Iraqi forces to support Iraqi operations, according to the release.

“The entire Coalition salutes and wishes God’s blessings on the brave Iraqi soldiers, police and militias who today are fighting to liberate their country and make the region and the world a safer place,” Townsend said in the release.

DoD to Deliver Counter-ISIS Review to White House

WASHINGTON, Feb. 21, 2017 — Defense Secretary Jim Mattis yesterday completed his first trip to the Middle East, where he gained valuable insight as he prepares to make key policy decisions, including submitting the results of a review of the department’s strategy to defeat the Islamic State of Iraq and Syria to the White House, Pentagon press operations director Navy Capt. Jeff Davis told reporters this morning.

In a Jan. 28 memorandum, President Donald J. Trump ordered the Defense Department to come up with a new plan to defeat ISIS.

Whole-of-Government Plan

The captain called the review a comprehensive, whole-of-government plan.

“It will address ISIS globally, and it is not just a DoD plan,” he said. “We’re charged with leading the development of the plan, but it absolutely calls upon the capabilities of other departments.”

Davis said the White House memorandum “puts the bull’s eye of the target squarely on DoD to lead it, but it is absolutely being done with the input of other agencies. We chair it. We’re developing the strategy, but we’re doing it together with other departments.”

Review Involves Many Countries

The review will be an outline of a strategy that encompasses numerous issues surrounding the defeat of ISIS, he said. “We have been working diligently with our interagency partners to develop it with the intelligence community, our military commanders on the ground, the Joint Staff and our policy team here, and it represents the input of a number of other departments.”

The captain said that the proposed plan will go to the president, who will make decisions based on the recommendations contained in the review.

НЬЮ-ЙОРК, 23 февраля. /Корр. ТАСС Алексей Качалин/. Сенатор Конгресса США Джон Маккейн (республиканец от штата Аризона) на прошлой неделе тайно посетил Сирию. Его поездку в самопровозглашенный курдский кантон Кобани подготовили "при поддержке военных США", сообщает газета The Wall Street Journal (WSJ).

До этого Маккейн посещал Сирию в 2013 году, чтобы встретиться с руководством так называемой Сирийской свободной армии (ССА).

Как указывает издание, Маккейн стал первым американским законодателем, посетившим Кобани с момента превращения этого города в центр операций войск спецназначения США, нацеленных на противодействие террористической группировке "Исламское государство" (ИГ, запрещена в РФ).

О цели этой тайной поездки республиканца, который возглавляет комитет по делам вооруженных сил Сената, в материале не говорится. Маккейн провел в Кобани встречи с американскими военнослужащими и курдскими ополченцами, которые представляют костяк участников операции в сирийской Ракке.


"Сенатор на неделе съездил на север Сирии для посещения дислоцированных там войск США и для обсуждения кампании противодействия ИГ, а также операции по взятию Ракки", - сообщили газете в аппарате законодателя.

После Кобани сенатор отправился в Анкару, где 20 февраля провел переговоры с президентом Турции Тайипом Эрдоганом. Факт визита сенатора подтвердила канцелярия Эрдогана на своем официальном сайте, однако заранее об этой поездке не сообщалось.

По данным телеканала NTV, во время переговоров, к которым также присоединился премьер-министр Бинали Йылдырым, были обсуждены двусторонние отношения и ход операции "Щит Евфрата", которую Турция проводит совместно с сирийской оппозицией, а также перспективы операции в Ракке.

Ранее представители руководства в Анкаре сообщали о ряде предложений, сделанных Вашингтону и антитеррористической коалиции относительно реализации планов по освобождению Ракки от ИГ.

Глава МИД Турции Мевлют Чавушоглу на Мюнхенской конференции по безопасности заявил, что власти республики предложили американской стороне направить в Сирию контингент войск специального назначения для поддержки местных так называемых умеренных оппозиционных сил.

Кампания ВВС по уничтожению живой силы и техники террористической группировки (запрещенной в РФ) "Исламское государство" (ИГ), которую проводят при поддержке ряда союзников и партнеров Соединенные Штаты, является самой точной такого рода военной операцией в истории.

С таким утверждением выступил в среду на брифинге для журналистов в Пентагоне полковник американских ВВС Джон Дорриан. Он является официальным представителем штаба операции под кодовым названием "Непоколебимая решимость" (Inherent Resolve), которую Вашингтон и его зарубежные партнеры проводят в Ираке и Сирии против ИГ.

Дорриана, выступавшего по телемосту из Багдада, попросили прокомментировать выводы базирующейся в Великобритании неправительственной организации Airwars, которая заявила, что в январе жертвы среди мирного населения Ирака и Сирии в результате ударов коалиции во главе с США стали самыми многочисленными за все время ведения этих боевых действий. В минувшем месяцев, согласно заключениям Airwars, в Ираке и Сирии от ударов коалиции могли погибнуть от 630 до 824 мирных граждан, что на 90% больше, чем в декабре. В Ираке операция была начата в июне 2014 года, а в Сирии - в сентябре 2014-го.

Прямо Дорриан не отвергал данные, изложенный организацией Airwars. Тем не менее он, по сути, поставил их под сомнение. "Наш послужной список говорит сам за себя", - считает официальный представитель штаба коалиции.


По его словам, американцы в рамках кампании "применяют только высокоточные боеприпасы" и "координируют каждый удар с правительством Ирака", тщательно выбирают цели, активно используя возможности разведки. "Это, вне всякого сомнения, самая высокоточная воздушная кампания из когда-либо проводившихся", - полагает Дорриан.

В прошлом месяце, согласно подсчетам Airwars, в Сирии коалиция нанесла 535 ударов (68-процентный рост по сравнению с декабрем), в Ираке - 234 (26-процентное увеличение по сравнению с декабрем). В Сирии коалиция действует фактически нелегитимно: не имеет ни соответствующего мандата Совета Безопасности ООН, ни согласия властей в Дамаске.

Officials reported details of yesterday’s strikes, noting that assessments of results are based on initial reports.

Strikes in Syria

Coalition military forces conducted 24 strikes consisting of 32 engagements against ISIS targets in Syria:

-- Near Abu Kamal, three strikes engaged an ISIS tactical unit and destroyed four oil refinement stills and a vehicle.

-- Near Bab, four strikes engaged three ISIS tactical units and destroyed a vehicle-borne bomb.

-- Near Shadaddi, three strikes engaged two ISIS tactical units and destroyed four fighting positions and an ISIS headquarters.

-- Near Raqqa, seven strikes engaged three ISIS tactical units and an ISIS staging area and destroyed three pump jacks, a command-and-control node, a fighting position and a tactical vehicle.

-- Near Tanf, a strike engaged an ISIS tactical unit and destroyed two tactical vehicles.

-- Near Dayr Az Zawr, three strikes destroyed seven oil separation tanks, and oil wellhead, an oil tanker truck and an oil inlet manifold.

-- Near Palmyra, two strikes engaged two ISIS tactical units and destroyed four tactical vehicles.

-- Near Tamakh, a strike engaged an ISIS tactical unit and destroyed a tactical vehicle.

Strikes in Iraq

Coalition military forces conducted 14 strikes consisting of 62 engagements against ISIS targets in Iraq, coordinated with and in support of Iraq’s government:

-- Near Beiji, three strikes engaged three ISIS tactical units; destroyed a tactical vehicle and a heavy machine gun; and suppressed a mortar team.

-- Near Mosul, five strikes engaged four ISIS tactical units; destroyed three mortar systems, two ISIS-held buildings, two vehicle-bomb factories, a supply cache, a fighting position, a front-end loader, an excavator, a dump truck, a generator trailer, a weapons cache and a vehicle; damaged 15 supply routes and three tunnels; and suppressed 17 mortar teams and an artillery team.

-- Near Qayyarah, a strike destroyed a weapons cache.

-- Near Rawah, a strike engaged an ISIS tactical unit and destroyed three ISIS-held building and a vehicle.

-- Near Tal Afar, four strikes engaged an ISIS tactical unit and an ISIS staging area and destroyed two weapons caches, a vehicle-borne bomb, a front-end loader, an improvised-bomb factory and an ISIS-held building.

In Syria, Coalition military forces conducted 28 strikes consisting of 36 engagements against ISIS targets.
