Nevertheless the one person who is viewed by Israelis as being most responsible for the cancelation
of the Lavi is Dov Zakheim.
Between 1985 and 1987 Zakheim (an American Jew) headed the US Department of Defence (DoD) effort to terminate the
Zakheim says:"I had minimal professional association with Israelis... My remoteness from Israeli politico-military affairs had
been quite deliberate. I felt that it was virtually impossible to deal with Middle Eastern matters in a rational way.Given my somewhat
unconventional attitudes to Israel, I always considered it prudent to turn my research and professional interests
The key to successful job hunt is,therefore, publicity" and that is exactly what Dov Zakheim did: he obtained
a better job by sacrificing Israel's Lavi.
The way he did it was quite simple. He publishedthree reports in the course of two years. The first, The Lavi Program:
An Assesment of its Mission, Technical Content and Cost was issued in January 1986.
The second involved the modernization proframme of the Israeli Navy, while the third -- The Lavi Aircraft . An Assesment Of Alternative
Programs -- was issued in December 1986. The aim of the first report was to deliberately inflate the Lavi programme cost.
The second report was to show Israel that the modernization of its Navy was far more important than the Lavi.
The heading of the third report is self-explanatory.
