Когда речь идёт о новых закупках - логично переводить всё на одну платформу. Но тут речь идёт о дорогих самолётах на транспортной платформе, так что скорее всего их ещё очень много лет будут модернизировать, меняя электронику и двигатели.
 
Беспилотниками м.б. будут заменять ударными, а работой F-15C уже занимаются F-22A.

Так ведь разрабатывают, флот гоняет демонстратор X-47B, у ВВС тоже что-то д.б. подобное. Изобильное использование AH-64D подсказывает, что этот вариант обитаемого close support аппарата предпочтительнее A-10. Для сброса бомб, УАБ, всяких AGM-45 есть и другие типы ЛА (F-15E, F-16 разные), пинать что-то бронированное 30мм пушкой, сближаясь и рискуя отхватить тем же калибром и ЗУР от ПЗРК/ЗРАК/ЗРК, становится немодным, по БТТ TOW, Hellfire, Spike норовят пустить, а пушкой и /или НАР множить на 0 небронированное и легкобронированное сподручнее с вертолёта или турбопропа. Теоретически ударные БПЛА можно делать из ЛА, накопленных в Дэвис-Монтан.
 
Полноценные ударные БПЛА разрабатывают, но ещё немало лет пройдёт, пока они будут на вооружении. А переделка старых боевых самолётов в БПЛА - это скорее теория, чем практическая возможность. Остальное - верно.

Похоже,за счет сокращения,списания старья,% боеготовых они подняли.Точно помню,опубликованные данные в прошлом году(вроде касались 2012):
64.5%-общий по ввс
где-то 66% по Рапторам.
И тенденция прослеживается:из года в год растет % боеготовых Рапторов,вроде было время,процент был на уровне 40-50.

ВВС США получили первый модернизированный по программе RMP истребитель F-15E Strike Eagle, сообщает Defense Aerospace. В ходе программы модернизации на самолет была установлена радиолокационная станция APG-82(v)1 с активной фазированной антенной решеткой. Новый радар на борту истребителя заменил устаревший импульсно-доплеровский APG-70 с механическим сканированием. F-15E вошел в состав 389-й истребительной эскадрильи ВВС США. ...

Заголовок,конечно "кричащий".ЕМНИП,то самый первый строевой истребитель с АФАР-это Ф-15С(18машин) и было это в далеком 2000году.После была 2 программа модернизации Ф-15С с 2010(то ли на 24,толи на 48машин).На экспортные Ешки,тоже давно ставиться.
 
Судя по тексту речь не о первом F-15 вообще, а о первом F-15E Strike Eagle.

А на английском и заголовок говорит о том же: F-15E Takes First Flight with New Radar System.

16 октября состоялся первый полет давно анонсированной новой модификации F-16 - F-16V Viper*.

Существенным отличием этой модификации заслуженного F-16 является то, что она в первую очередь позиционируется на мировом рынке как глубокая модернизация ранее выпущенных самолетов, заключающаяся в первую очередь в капитальном ремонте и оснащении их новым БРЭО. Главным достижением позиционируется оснащение истребителя новой БРЛС с АФАР Northrop Grumman APG-83 SABR. Кроме нее обновлению естественно подверглось оборудование кабины, СУО, системы обмена данными (в частности полная поддержка Link-16). Этакий новый MLU, но в данном случае уже не "mid-life upgrade", "end-life upgrade".

Пакет модернизации позиционируется как доступный для любых находящихся в эксплуатации F-16 (в первую очередь наиболее старых), кроме того вероятно поставка "секонд-хенда", как из наличия, так и с "кладбищ", странам третьего мира будет предлагаться в нагрузку с ней, возможно по схеме "оплачиваете только модернизацию". Впрочем естественно, при появлении контрактов на самолеты нового выпуска они так же будут предлагаться в первую очередь с SABR, однако там можно говорить и о других новшествах, в частности двигателях увеличенной тяги а-ля F110-GE-132.

Самолет, выбранный первым для доработки по стандарту F-16V однозначно идентифицируется по бортовому номеру. Борт 93-0702 - это один из F-16A Block 20 (наиболее поздние A/B, аналог MLU и ранних C/D) закупленных ВВС Китайской республики, закупленных по контракту 1992 г. Если точнее это самый первый из них. Двадцать формально тайваньских F-16 не покинули территорию США, большинство используется для обучения и тренировок летчиков, но пара служат в 416'ой Испытательной эскадрилье в качестве летающих лабораторий по отработке интеграции новых систем на машины своего стандарта. Интересно, что ранее имеющиеся на нем опознавательные знаки ВВС США** были стерты.

Выбор тайванских машин в качестве прототипов совершенно не случаен. На данный момент только Китайская республика приняла решение модернизировать свои F-16A/B до стандарта F-16V.

*"Viper" (Гадюка) - давно укоренившееся неофициальное имя F-16, в пику громоздкому официальному "Fighting Falcon". Для модификации F-16V его сделали официальным, более того индекс "V" взят от него.

** в США зачастую даже просто проходящие облет перед передачей иностранному заказчику самолеты снабжаются собственным опознавательными знаками, не говоря уже о находящихся на службе в Америке на постоянной основе

F-35A cost and readiness data improves in 2015 as fleet grows

The cost of operating the Lockheed Martin F-35A has come down 37.6% compared to last year and is now $17,000 cheaper to fly per hour than its fifth-generation cousin, the Lockheed F-22 Raptor.

According to air force cost-per-flight-hour (CPFH) data obtained by Flightglobal, the conventional takeoff and landing F-35 cost $42,200 to operate per hour in fiscal year 2015 compared to $67.5 in 2014 and achieved a 68.6% mission-capable rate as the fleet grew to 51 aircraft.


The director of operational test and evaluation reported this week that F-35As located at Hill AFB maintain the highest aircraft availability rate, averaging 80% followed by F-35Cs at Eglin AFB at 79% — compared to the Lightning II fleet-wide average of 51%.

The air force gets its CPFH numbers, dated 26 January, by dividing the of operating and sustainment cost of an aircraft by the number of hours flown to predict future funding allocations.

Northrop Grumman’s RQ-4B survived termination in part by dramatically lowering its CPFH in 2013 and 2014, according to company and air force officials. Its flight-hour costs came down 5.7% in 2015 to $14,030 with 31 aircraft in the inventory.

The aircraft’s 32 manned rivals, the Lockheed U-2S fleet, experienced a 5.9% increase in flight-hour costs and maintained a 68% mission-capable rate compared to the Global Hawk’s 78%.

The air force data shows the service maintaining fighter force of 1,660 aircraft including twin-seat trainers with an average cost of $34,000 per flight hour – the cheapest being the F-16C with a mission-ready rate of 73%, and most expensive being the stealthy, supermanoeuvrable F-22A (67%).

According to the data, the air force’s fighter inventory includes 806 F-16Cs today that will eventually be life-extended or replaced by the F-35A as well as 212 F-15Cs, 217 F-15Es and 183 F-22s.

The air force counts 159 bombers including 62 B-1Bs, 77 B-52s and 20 B-2As with a cumulative average age of 34 years. The B-1B fleet, which recently exited the Middle East region to receive upgrades, has the lowest mission-capable rate among the bomber fleet in 2015 at 47.5% followed by the B-52H (72.6.8%) and B-2A at (55.6%).

The tiny B-2A fleet is the most expensive bomber to maintain ($128,805 per flight hour) followed by the B-1B ($58,488 ) and B-52H ($67,005) because fixed costs are divided among fewer aircraft.

According to a tally of the air force data, the average mission capable rate stands at 77%, with the worst being the WC-135 Constant Phoenix, which can detect and analyse nuclear tests, at 8.2%. The readiest was the 23 twin-turbofan-powered C-21As at 100%.

The lowest-cost aircraft are air force’s trainers and unmanned aircraft, which includes the T-6A Texan II (445 aircraft) and T-1A Jayhawk (178 ), MQ-1B (134) and MQ-9A (176). The most expensive are the four 747-based E-4B National Airborne Operations Centres ($149,580) followed by the B-2A bomber and OC-135B Open Skies treaty monitoring aircraft.

The air force’s 5,117 aircraft are an average of 27 years old, most having entered service before Operation Desert Strom.

Work has outlined five “building blocks” for the Third Offset, [Air Force Secretary Deborah Lee James] explained. They are: “autonomous learning systems,” which are machines that can learn and adapt over time; “human-machine collaborations,” wherein machines help humans process vast amounts of information, as the F-35’s helmet does; “assisted human operations,” translated by James as “wearable technology,” such as lightweight sensors and communications gear for battlefield airmen; “human-machine combat teaming,” where a manned system, such as an aircraft, would partner with an unmanned platform that would provide sensor information, communications, or extra munitions; and “network-enabled semi-autonomous technology.” James said this fifth building block would allow weapons to communicate with each other to find targets if the communications or sensor links to the launching aircraft are lost.

Like the B-2, the B-21 is a flying wing, but one with flatter, more angular air intakes than the B-2’s rounded, scalloped intakes. The cockpit is positioned similarly to that on the B-2, and the aircraft’s overall shape is a winged diamond—similar to the B-2 but lacking two of its “sawtooth” trailing edges. The exhaust area was not depicted, and it’s not possible from the image to determine the aircraft’s size or true wing angle of sweep.

[James] declined to provide any further details, telling reporters that the aircraft remains classified and that withholding some program and visual information “is all part and parcel of protecting the critical capabilities of the aircraft.”

Air Force Global Strike Command Chief Gen. Robin Rand reported he would present an updated Bomber Roadmap to Welsh in March. It would, for the first time, take into account the new B-21 bomber—now that the contract has been awarded and the protest resolved—as well as other projects like the Long-Range Standoff Missile, or LRSO. The plan will refine “where we want to be in 2025 and out,” he told reporters.

Rand would not say whether the LRSO is planned to be hypersonic—there have been suggestions that it will be—but did say that he doesn’t think the B-21 will be “additive” to the bomber fleet.

“As we get closer” to fielding the B-21, he said, USAF will decide “if we’re going to do further modernization on the B-1, the B-2, and B-52.” … He believes it would be “very difficult” to afford yet another logistics train. Phasing out some existing bombers to make room for new ones will have to be done

While Global Strike commanders have made a heavy push for reengining the B-52 in recent years, “we haven’t figured out a way to put it in the budget,” said Air Force Materiel Command chief Gen. Ellen M. Pawlikowski.

Just before the Fiscal 2017 budget was rolled out, Defense Secretary Ashton B. Carter gave a speech in which he said the US military might look to “arsenal planes” as one way to marry legacy technologies—existing aircraft—with large magazines of long-range, stealthy standoff munitions.

“Let’s say we had something stealthy that was unmanned, that carried 16 missiles and was semi-autonomous,” said Air Combat Command boss Gen. Herbert J. “Hawk” Carlisle. It would be able to penetrate “with the Raptor” and use the F-22’s sensors “through a ‘combat cloud’ ” network to select targets and shoot at them. The F-22 pilot could first expend all the escort’s weapons and then remain in the battlespace with a full internal combat load, he explained. The effort has been referred to as “loyal wingman.” Such “manned/unmanned pairing” concepts are being explored by “national labs—Lawrence Livermore [and] MIT Lincoln Lab”—and Air Force Research Lab, in conjunction with ACC, Carlisle said. James told reporters that “there has been no decision per se on the type of aircraft that would become” the arsenal plane, but it’s an example of “some of the creative thinking” going into third Offset strategies. Welsh added that a case could be made for arsenal plane-like platforms “in near-space … [or] behind the battle lines. …

He also said ACC is working with technologists on miniature munitions with the same or greater “range and kill capacity” as today’s munitions, so that more could be carried internally on stealth fighters. Carlisle said 1,763 stealthy F-35s remains “the right number,” but F-16s “are going to be around a long time” and will need an upgrade. The F-16 was to get an omnibus improvement called the Combat Avionics Programmed Extension Suite (CAPES), but only pieces of it are still in the budget. Some 52 aircraft will get an active electronically scanned array (AESA) radar to meet an “urgent operation need” from US Northern Command to meet air defense requirements, but “there are more things that I’d like to do” to the venerable Falcon, he said.
F-35:
Meanwhile, Carlisle said he will “continue to push” to build 80 F-35s a year. Lockheed Martin F-35 program manager Jeff A. Babione told reporters in Orlando the company expects to provide USAF with everything it needs to declare initial operational capability with the strike fighter in time for its target of August-December. Seven of the 12 minimum aircraft required are already at Hill AFB, Utah, and Lockheed Martin should deliver “five or six more” by August. Declaring the aircraft ready for combat operations will rest with Carlisle. USAF still needs “a few things from us” before IOC, Babione said. Those include a more mature Autonomic Logistics Information System (ALIS) and the Generation III helmet.

The Air Force must still go through a process of defining tightly just what electronic warfare/electronic attack is, and who has responsibility for it. Former Chief of Staff retired Gen. Larry D. Welch chided the service, saying, “We don’t know who owns it, where it fits. It’s not cyber.o_O He doesn’t believe USAF should necessarily create a new warfighting “domain” for EW/ EA, “but I do know the Air Force has been particularly remiss in not doing enough electronic warfare.” USAF’s shortcomings are particularly evident given the gains in EW/EA by Russia, China, and the US Navy, Welch said. Though he did not respond directly to his predecessor’s remarks, Welsh suggested that the F-35 has strong electronic attack capability and said it has EA equipment “built into” it, while the Navy EA-18G Growler has had to have external equipment purpose-built for the mission. Welsh also noted that there has been a defensewide look at EW/EA for over a year, but that a clear definition still eludes USAF. “A single broad term … actually confuses things,” he asserted in a press conference. “So we’re trying to clearly define the mission area, the requirements within it, and who should have the lead for each of those things.”

The Air Force needs a new GroundBased Strategic Deterrence by 2030 because the existing Minuteman III fleet of ICBMs has reached the end of its useful service life, Rand said. The Air Force needs the B-21, LRSO, and GBSD to meet its nuclear deterrence obligations. While the Navy has won a special set-aside account for replacement of the Ohio-class nuclear missile submarine, James has requested but not gotten similar status for USAF’s legs of the nuclear triad. In fact, Carter said at an AFA conference that “you can’t create new money by relabeling it.”
