Top police unit poised to become national counterterrorism force

The Israel Police Counterterrorism Unit may soon be recognized as the nation's go-to unit for hostage rescue and counterterrorism operations, as well as for other forms of raids that require taking over a civilian facility.

Sources familiar with the issue told Israel Hayom on Tuesday that a final decision on designating the "national unit" for such contingencies is pending a review by the National Security Council.

Defense Minister Avigdor Lieberman has already said he is generally in favor of the move, telling his associates that the unit is a source of national pride.

The police counterterrorism unit, known by the Hebrew acronym Yamam, was formed in 1974. Since its inception, it has maintained a rivalry with Sayeret Matkal, the Israel Defense Forces' elite special forces unit, as well as with the Israeli Navy's Shayetet 13 naval commandos.

In the past, the battle over who should be called to resolve hostage situations and other emergencies was particularly palpable in events that unfolded beyond the Green Line, as the area is under the operational jurisdiction of the Israel Defense Forces, not the Israel Police. Issues of jurisdiction are further complicated because the police and Shin Bet security agency have the unit join various law-enforcement and counterterrorism efforts on a near-weekly basis.

However, the fact that the unit is considered part of the Israel Police means that it is limited in the resources it can allocate and the manpower it can deploy in certain contingencies. After Prime Minister Benjamin Netanyahu toured the unit's headquarters in 2014, he instructed the defense establishment to take preliminary steps to elevate it to the status of the national counterterrorism unit, but there was no agreement over how to interpret this directive.

The Israel Police and the National Security Council saw this directive as a green light to appropriate more resources to the unit, rewrite its standing orders and revise the procedures by which it operates, and a joint task force, headed by then-head of the National Security Council Yossi Cohen and then-deputy police chief commissioner Nissim Mor, was formed to explore the issue.

The task force ultimately recommended turning Yamam into the national unit for contingencies requiring offensive takeovers.

Still, the IDF and the Defense Ministry saw the prime minister's directive merely as an instruction to properly divide the responsibilities between the various units tasked with intervening in emergency situations. According to defense officials involved in the deliberations, then-Defense Minister Moshe Ya'alon opposed the recommendation to upgrade the police unit.

Those supporting upgrading the unit's status also want to increase its manpower due to the expected rise in the volume of its missions, and have its members undergo specific professional training for their new role. They also want to bolster the unit's tactical abilities, upgrade its weapon arsenal and give it its own intelligence-gathering apparatus to ensure it is not dependent on other intelligence agencies.

"The Israel Police's Counterterrorism Unit is the best offensive takeover unit the world has known and in this era of terrorism, it must become the 'national unit' in order to ensure that it gets the resources it needs, so that it can maintain the highest operational worthiness. We must also make sure it gets the most advanced means to combat terrorism," Erdan told Israel Hayom.

наконец прочли инструкцию и узнали, что голову лучше при ПАДЕНИИ защитит специально сделанный под это шлем, а не каска от пуль и осколков. по этой же причине в ВВС на батареях ПВО например при монтаже используют строительные каски. А на треньке, пока по тебе не стреляют, страшнее ебнуться об бетон, чем пулю получить.

а, ну так это нововедение. ну, у нас по темному времени суток ракетку кацину на голову уложили и придавили легонько между козлом и ракетой, ниче, отделался легким испугом, в капласте. но у меня подозрение что строительная каска такое не выдержит, хотя, конечно 100% защиты от дурака не бывает
а у нас на пальмахим оказывается кто то сидит, вот как оно...
