:D https://www.navalnews.com/naval-new...cocks-frigate-proposal-for-the-hellenic-navy/

The acceleration of the FDI program will support the activity of the Naval Group site in Lorient where the frigates are designed and built, also ensuring the preservation of skills. The two frigates – the second and third in a series of five – will both be delivered in 2025, whereas the original plan was to deliver them every 18 months. The first FDI, for which construction work began in 2020, is scheduled for delivery in 2024.
With a tonnage of more than 4,200 tonnes and a length of 121 metres, the FDI frigates are based on a digital and scalable architecture built around our SETIS 3.0 combat management system.
They can conduct all the missions of modern navies (anti-air, anti-surface, anti-submarine warfare or special forces projection) and address new threats such as cyber attacks and asymmetric threats.
The FDI also benefits from the latest technologies available on the naval defence market, including the Thales SeaFire multi-function radar with active antenna and fixed panels as well as a fully digital electronic warfare system.

Xavier Vavasseur 21 Apr 2021

To fully answer the Hellenic Navy needs, the "FDI HN" comes with 32 VLS for ASTER surface to air missiles and a RAM launcher.

It recently surfaced that the Hellenic Navy need was not limited to new-built frigates. Their need is so urgent that they require a “stop-gap” solution (consisting in the procurement of second-hand vessels or a lease of existing vessels) as well as an upgrade to the in-service Hydra-class frigates.

We previously reported on the proposals from several competitors (details and links at the end of this article). This time around, we contacted Naval Group to learn more about the French proposal to Greece, which was formally presented to the Hellenic Navy on 13 April 2021. Laurent Mourre, Vice President of Sales for Europe at Naval Group answered our questions.

Naval News – Can you please detail Naval Group’s offer in terms of new ships ?
Laurent Moure – The French offer is a comprehensive and robust package designed to ensure Greece has the best capabilities in the shortest timeframe with optimised costs.
For the new ships, we offer the FDI HN (Hellenic Navy) which is the most modern new generation frigate.
The 4 units will be delivered in a very tight timeframe. The first frigate will be built in Lorient and in service by 2025, and the 3 others built in Greece will follow in 2027, 2028and 2029.
Naval Group has a long track record of successful transfers of technology across the world. The frigates will be co-produced in Greece, with significant involvement of the French team. Construction of the 1st frigate in France will ensure delivery to the Hellenic Navy in the shortest timeframe and secure the transfer of technology to allow construction of the other 3 frigates in Greece. The transfer of technology will ensure long-term autonomy for HN and significant economic benefits for the Hellenic naval and defence industries and for the supply chain in Greece.

Naval News – What is Naval Group proposing for the interim (gap filler) solution ? Which former French Navy ships are being proposed ?
Laurent Moure – The French Navy is proposing a strong gap filler solution with 2 frigates available in less than a year and at no cost.
AAW frigate Jean-Bart and ASW frigate Latouche-Tréville are currently in service in the French Navy and have prestigious operational records. They will be available for the Hellenic Navy in early 2022 after extensive maintenance and regeneration works.
The main mission of AAW frigate Jean-Bart is to carry out area anti-aircraft warfare, for the benefit of a naval air force with warships, including an aircraft carrier and possibly commercial ships.
The main missions of ASW Frigate Latouche-Tréville are Anti-submarine warfare on high seas and protection of high value units.
They have been engaged in national operations, but also for joint operations and exercise with NATO and EU forces demonstrating the capabilities and interoperability. They will be in service within the Hellenic Navy in 2022, ensuring a smooth transition with the FDI HN.

Naval News – What about the Hydra-class upgrade ?
Laurent Moure – The systems on-board the MEKO 200HN frigates will be fully interoperable will all NATO and EU fleets, including the FDI HN who like all Naval Group frigates are capable of assuming all multimission roles within any kind of allied NATO fleet and obviously within the HN fleet.

Naval News – Can you shed light on the Hellenic Navy configuration of the FDI ?
Laurent Moure – The FDI is a multi-mission frigate designed to serve as the backbone of a first rank and operational navy. She is the most modern frigate of her category and responds to all HN operational needs. Ordered by the French Navy, FDI will have the same missions than the FREMM frigate inside Aircraft Carrier Group.
She has been designed to deal with the latest threats, and her physical and digital infrastructures guarantee an evolutionary potential that will ensure that the Hellenic Navy will be able to deal with emerging and future threats over the life of the ship (UAVs, Cyber, anti-ship ballistic missiles, hypersonic missiles, stealth threats underwater or above water, etc.).
The FDI HN will be a power and sovereignty asset for Greece. The final configuration will be the decision of the Greek authorities, but she will offer unrivalled capabilities for the permanent control of air and sea space and autonomy of action, in support of the political and military objectives set. Like all Naval Group frigates, the FDI HN will be fully interoperable with NATO and EU fleets. She will be capable of assuming all mission roles within any kind of allied fleet and within the HN fleet.
The FDI HN is a compendium of the best technologies from the European defence industries Thales, MBDA and Naval Group. The 32 Aster missiles onboard can be engaged very quickly in all directions and ensure an unmatched hit-to-kill capability, making it possible to defeat saturating attacks. RAM, as CIWS capability, will be integrated into the FDI HN Combat System to provide 360 degrees short range protection against incoming missiles in addition to the 76 mm gun, completing the long-range protection provided by ASTER missiles
This makes the FDI HN the only frigate offered to the Hellenic Navy capable of protecting efficiently shore facilities, cities and Greek islands.

Naval News – Have you visited shipyards in Greece? Have you identified local partners already?
Laurent Moure – It is in Naval Group’s culture to select credible and reliable local partners when entering a country. The group has a long history of conducting transfers of technology and know-how in major complex industrial programs all over the world.
Greek shipyards and the Greek naval industry have demonstrated their capacities in the past. The French team has designed a very ambitious industrial cooperation plan that will contribute to the revitalization of a profitable naval industry while significantly increasing Greece’s autonomy and sovereignty. It will reinforce the international recognition of the excellence of the Greek naval industry while providing the best high-end “Made in Greece” warships to defend the country’s citizens and interests.
We have visited the shipyards and met with many industry partners. More than Ten Greek companies have already been pre-qualified and lots of others are in the process of being pre-qualified. We have also signed partnerships with three universities.
To further our survey of potential Greek partners, a Naval Group Task Force will be based in Athens for the next 2 months.

Naval News Is the French government supporting your bid ? Do you have French or European partners for this bid ?
Laurent Moure – Yes, this bid is a Team France effort between Naval Group, Thales and MBDA and is fully supported by French authorities.

Laurent Mourre wanted to add the following:
Beyond reinforcing the strong ties between France and Greece, the French offer addresses all the current and future needs of the Hellenic Navy. It ensures the Hellenic Navy will operate the best frigates in the shortest timeframe with a Gap filler solution available in less than a year and the first new frigate as soon as 2025. It also ensures the success of the “Made in Greece” frigates as Naval Group is the only bidder with such a track-record of successful transfer of technologies. The French offer also goes beyond the frigate program with an extensive cooperation plan to revitalise the Hellenic naval industry, ensuring several hundreds of highly qualified jobs and generating long-term economic spin-offs in Greece for decades to come.

For the record, France and Greece were involved in exclusive negotiations for a while, for two FDI type frigates. However, despite the signing of an LOI in October 2019, Greece decided to keep its options open and is now considering several designs. The designs being considered today, in addition to Naval Group’s FDI, are:

The procurement process doesn’t seem to be a “classic open tender” but rather government to government (G to G) discussions with each party.

Hellenic Navy’s Hydra-class frigates MLU: Limited Budget but Many Possibilities
Greek naval analyst Dimitris Mitsopoulos takes a close look at the possible final configuration of the Hellenic Navy's Hydra-class frigates following their mid-life upgrade (MLU).

Article by Dimitris Mitsopoulos , illustrations by Aylont1

The MEKO 200 is a frigate (FFG) design by the German shipyard Blohm+Voss as part of the MEKO family of warships. A total 25 MEKO 200 frigates of seven (7) different configurations were built for Australia (8 ships), New Zealand (2 ships), Turkey (8 ships), Portugal (3 ships) and Greece (4 ships). The Australian and New Zealand frigates have received (or are about to complete) a MLU while Turkey is about to start the MLU of its four newest frigates. Portuguese frigates will receive a limited modernization that will necessitate repurposing the frigates for low-intensity missions only while Greece is currently planning to upgrade its four 3,400-ton Hydra-class (MEKO 200HN) frigates commissioned during the 1990s (1992 first ship, 1998 final ship), as part of an ambitious program that amounts to 5 billion euros.

This program includes the procurement of four new frigates, the upgrade of the existing four MEKO 200HN (Salamis, Spetsai, Hydra, Psara) and an urgent interim solution as “top gap” (acquisition of second-hand warships or procurement new-built light frigates or corvettes). Note that the Hellenic Navy aims to award the program to the company that will win the new frigate program with the aim to achieve a high level of commonality between the equipment of the new frigate and the equipment aboard the upgraded MEKO 200HN. The Hydra-class MLU is valued around 400-450 million euros.

Hydra-class: A long overdue MLU program
Hydra-frigate.-Greek-Navy-picture-2-1024x768.jpg
Following many delays, the Hellenic Navy Hydra frigate are set for a (limited) upgrade program. Hellenic Navy picture.

As the oldest vessel in the class has now reached 29 years of active service, it is crucial for the MLU program to start as soon as possible in order to adapt the ships’ capabilities to new operational requirements. The Hellenic Navy planned to implement such a program in the late 2000s but was postponed multiple times as a consequence of the sovereign debt crisis, in which, Greece was most acutely affected. Since then the MLU has been postponed multiple times.

In 2009, an upgrade of the two STIR fire control radars (FCR) to allow the firing of the RIM-162 ESSM surface-to-air missile (SAM) as well as the re-integration of the modified Mk48 VLS was completed. The ships among other minor upgrades, have received new communication equipment and a TDR-10 (Salamis) or TDR-10A (Hydra, Psara, Spetsai) electro-optical sensor (EOS) manufactured by local company Miltech Hellas. The Hellenic Navy will acquire at least four (+3) MH-60 Romeo helicopters which will increase significantly the situational awareness and ASW capabilities of the ships when they are embarked.

Upgrading the Hydra-class
Modernization programs are cost-effective means of extending the lifecycle of any naval fleet and upgrading the critical mission systems ensures that the latest developments in combat management and sensors are installed for optimum performance. Thus, the implementation of the MLU program will not only allow the refurbishment or modernization of those systems that will continue to equip the FFGs until the end of their service life but will also allow the upgrading or replacement of the electronic combat systems, sensors and radars, which are necessary to increase the combat effectiveness of ships.

Among the new equipment it is expected that a new rotating AESA naval air & surface surveillance and target acquisition radar will replace both the old DA08 and the MW08 radars in a new mast. The MW08s equip currently the six (seven in the future) Roussen-class fast attack missile craft (FACM). We expect the removed MW08 radars to be installed on in-service vessels of the Hellenic Navy that use the obsolete TRS-3030 Triton radar such as the Armatolos (2) and Pirpolitis-class (2) large patrol vessels or four of the five Jason-class tank landing ships (LST) or four of the five Kavaloudis-class (Combattante IIIB) FACM. A possible installation of MW08 on the aforementioned patrol vessels could allow perhaps the replacement of the old rear 40mm gun turret with a SPIKE NLOS system.

A highly unlikely scenario is the installation of a four fixed-panel radar configuration or multi-function radar such as Herakles or Kronos Grand Naval. The ships will receive also a new Combat Management System (CMS) that will replace STACOS, new navigation radars that will replace one or both navigation radars, new intra-communication systems, new IFF and certainly a new electronic warfare suite that will include new R-ESM that will replace AR-700, new C-ESM/COMINT that will replace Telegon 10 and new R-ECM that will replace APECS II.

The ships will receive additional sensors and equipment such as laser warning systems (LWS) (by Saab, Elbit or Hensoldt?) and remote weapon stations (RWS) of 20-30mm. It is almost certain that their two Phalanx CIWS, if one of them will not be replaced by RAM launcher, will be upgraded to the latest configuration Block 1B Baseline 2. It is questionable if the Mk45 Mod 2A gun will be upgraded to the latest Mod 4 variant. It is not known also if both SQS-56 HMS and DE 1160 VDS sonars will be replaced by new systems, if the Miltech TDR-10 EOS will be replaced by a new EOS and if the Mk32 SSVTs and SRBOC launchers will receive any upgrade or modification.

We believe that the STIR FCRs will be upgraded further (if possible) or more likely will be replaced by new FCRs. It is highly unlikely that the Mk48 Mod 2 VLS will be upgraded to a new configuration such as DP-48 (Dual Pack) or replaced by Mk41 or any other kind of missile system due to the allocated budget and the Greek investment on ESSM. The Harpoon missiles will likely be upgraded to a newer variant but not replaced by a more modern missile. The rest of the amount allocated for the MLU will be directed to wiring, automatic control systems, platform management systems, engines, transmitters, etc.

We expect that the US and Spanish proposals for Hydras’ MLU will be based on a mix of Lockheed Martin, Saab, Hensoldt, Indra and Thales equipment. The inclusion of specific Israeli products from Elbit, Rafael and IAI for the American MLU proposal is also possible. The Dutch and British proposals will be based on Thales (Thales Nederland), Leonardo and Terma products while the German proposal will be based on a mix of some of the Thales, Hensoldt, Atlas Elektronik, Saab and Indra products. French proposal will be based on Thales, Elt Roma (only in case of ECM, if Hydras can receive such large systems as Nettuno 4100s) and Furuno.

Defender Europe 21 Exercises Multinational Interoperability, Readiness, Transparency
Exercise Defender Europe 21 has started once again. This year's exercise involves 26 nations, including the U.S., and around 28,000 multinational forces all focused on building operational readiness and interoperability between NATO allies and partners.

Naval News Staff 07 May 2021

U.S. Department of Defense press release
“It’s defensive in nature, focused on deterring aggression, while preparing our forces to respond to crisis and conduct large-scale combat operations if necessary,”
said Pentagon Press Secretary John F. Kirby, during a briefing today (May 3, 2021) at the Pentagon.

Another key attribute of Defender Europe 21, Kirby said, is the transparency surrounding what it is all about, who will participate, what is meant to be accomplished.

“[Defender Europe] is an exercise that’s annual. We’ve been doing it a long, long time … it’s a defensive exercise. And it’s one that helps us build interoperability,” Kirby said. “Here’s the other thing that’s different: we actually come to the podium and tell you about it.”

Kirby said that openly discussing the Defender Europe 21 exercise and why U.S., NATO partners and other European allies are gathering troops is an important facet of the operation. Other nations have not been so clear or forthright about their own amassing of troops, he said.

“I’m going to continually talk about what we’re doing — it’s called transparency — it’s a wonderful thing,” he said “And we’re not getting that out of Moscow and we haven’t. So that’s a big difference right there. It’s a defensive exercise and you will be able to hear us talk about it and communicate to you and to the world what we’re doing and why.”

In past weeks, Russia had amassed more than 100,000 troops on the Russian side of its border with Ukraine — alarming the Ukrainians and allies. In recent days, those troops have started to pull back, but many still remain.

“There’s still quite a few, I mean there’s still a lot of forces arrayed against, or aligned along the border with Ukraine and in occupied Crimea,” Kirby said. “And it’s still never been completely clear what the intentions were.”

Defender Europe is an Army-led exercise, though this year it has significant Air Force and Navy participation. Last week, for instance, the USNS Bob Hope arrived off the coast of Albania in advance of its participation in a joint logistics over-the-shore exercise there.

USNS Bob Hope Defender Europe

The Defender Europe 21 exercise will also include several smaller “linked” exercises, Kirby said. Those include Swift Response, which involves airborne operations in Estonia, Bulgaria and Romania; Immediate Response, which involves more than 5,000 troops from eight nations conducting live-fire training in 12 different countries; Saber Guardian, which includes more than 13,000 service members doing live-fire training as well as air and missile defense operations; and a command post exercise with 2,000 personnel exercising the ability of a headquarters to command multinational land forces.

“The Defender Europe exercise is going to conclude in June, but not before demonstrating joint force readiness, lethality and interoperability, reinforcing the U.S. commitment to our allies and partners, and providing an outstanding opportunity to highlight the superb job our men and women are doing every day and in the region — the Balkan and Black Sea regions in particular, and throughout Europe and the Africa area of operations,” Kirby said.
