20.09.2004 9:16 | NEWSru.com

US Army to send Sheriff to Iraq

JOSHUA KUCERA JDW Staff Reporter
Washington, DC

The US Department of Defense is planning to field a vehicle equipped with non-lethal high-powered microwaves with US forces in Iraq next year.

The project, which was initiated only three months ago, aims to get four to six systems to US Army and US Marine Corps (USMC) units by about September 2005, said the project director, Col Wade Hall of the Office of Force Transformation (OFT), which is heading the initiative.

The vehicle, named the Sheriff, is intended for troops operating in cities and fighting an enemy that operates near civilians. It will give US troops options other than not firing - thereby putting themselves in danger - and using traditional weapons, which carry a heavy risk of killing civilians, Col Hall said.

The Sheriff will be fitted with a version of the Active Denial System (ADS), which is currently in an advanced concept technology demonstration. The ADS uses millimetre-wave electromagnetic energy that can be directed at potential attackers and repels them by causing a painful, burning sensation. The ADS has a range of 1km but the Sheriff's system will be "a lot" weaker, said Col Hall, who declined to be more specific.

It will also incorporate an active protection system - either the Full Spectrum Active Protection Close-In Layered Shield, developed by Chang Industry, or the Active Defense System, from United Defense LP - to intercept and deflect rocket-propelled grenades and other fire. The decision on which of these systems to use will be made by the Naval Surface Warfare Center's Dahlgren division "fairly soon", said John Canning, the Sheriff programme manager at Dahlgren.

It will also have Gunslinger, a rapid-fire gun being developed at Dahlgren, which will detect snipers and automatically fire back at them.

The system will be mounted on a currently fielded vehicle so that the system can be deployed as quickly as possible. The USMC is most likely to get a Light Armored Vehicle (LAV)-based Sheriff, while the US Army will use either a Stryker or an M1117 Armored Security Vehicle. The army's Rapid Equipping Force is making that decision.

If the first vehicles are successful, the programme could be expanded and could eventually be mounted on vehicles in the army's Future Combat Systems and the Marine Air Ground Task Force Expeditionary Family of Fighting Vehicles, Col Hall said.

The Sheriff could also be used by the US Air Force and US Navy for perimeter security of airbases and ports and by the Department of Homeland Security for border patrol, said Arthur Cebrowski, head of the OFT.

The second generation of the Sheriff will include an ADS with a slightly longer range and the ability to modulate its strength and possibly more non-lethal weapons. Future versions will be remote- controlled or even autonomous, according to Col Hall.

As an alternative to physical rounds, chemicals or water cannon in crowd control Raytheon AET is developing a Vehicle Mounted Active Denial System (Vmads) for troops to deny individuals or crowds access to an area from a distance beyond the range of most small-arms. Mounted on a High Mobility Multipurpose Military Vehicle (HMMMV) it fires millimetre-wave (95 GHz) electromagnetic energy which heats the skin, causing a person intolerable pain as long as he or she stands in the beam but which disappears once out of that beam. A static demonstrator has existed since 2002 but this year it is hoped to produce a mobile version.

Air Force considering Active Denial non-lethal weapon for C-130 use

The Air Force is considering developing a version of the Active Denial non-lethal weapon for use on C-130 aircraft, according to Col. Mark Stephen, deputy director of the Air Force Research Laboratory's (ARFL) Directed Energy Directorate.

Active Denial Technology (ADT) uses millimeter-wave electromagnetic energy to create painful sensations that can stop, deter and turn back an adversary from relatively long range.

ADT is one of several directed energy technologies that may be incorporated onto the C-130, Stephen told The DAILY.

"The Air Force, and actually all of DOD, is looking at what to do next for C-130s," he said. "Right now we have great platforms that are performing tremendously, but they're limited with the weapons onboard. So having a toolkit where you could put [a] laser onboard to do things, or put an Active Denial system onboard - they are seriously looking at those things."

The Air Force also is considering a possible scaled-down version of the COIL (Chemical Oxygen-Iodine Laser), the system used on the Airborne Laser (ABL) program, for use on the C-130, according to Stephen. Flight demonstrations of such a system could take place within the next three or four years, he said.

A compact version of ADT capable of being carried on a Humvee is under development at AFRL, and is roughly 18 months from its first semi-operational version, according to Directed Energy Directorate spokesman Rich Garcia.

Although AFRL is not funding the specific integration of ADT onto a C-130, "as we make [it] small enough to fit on a Humvee, it just makes the job of putting it on a 130 a lot easier," Stephen said. If the decision is made to proceed, team members estimate money could be made available by about fiscal year 2009, with implementation taking place 18 months to two years later.

An ADT system on an aircraft could have a greater range, and cover a larger area, than a vehicle-mounted system. In addition to ground targets, ADT also could be used for aircraft-to-aircraft deterrence, Stephen said.

"If you just want that aircraft or helicopter to go somewhere else, once he turns away, you've accomplished your job, and that's with a non-lethal weapon," he said.

The technology

ADT sends a narrow beam of energy that penetrates less than 1/64 of an inch into the skin. Within a few seconds, the subject feels an intense heating sensation that stops when the beam is shut off or when the subject moves out its path.

"It heats up the water molecules ... to about 130 degrees, that are just present within the surface of the skin," Garcia said. "They in turn trigger the pain sensors, so the pain sensors are fooled into thinking that they're on fire, that there's damage."

The sensation caused by this technology is nearly identical to the sensation experienced by briefly touching a light bulb that has been on for a few minutes, according to AFRL. Despite the sensation, the technology does not cause injury because of the low energy levels used.

"Given all the force protection and facility protection types of concerns in the 'Black Hawk Down' type of applications, it's just amazing to be able to have an option where you can steer people away or disperse a crowd, or do something without having to really hurt anybody," Stephen said.

The primary contractors for ADT are Raytheon AET (Advanced Electromagnetic Technology) in Rancho Cucamonga, Calif.; CPI (Communications and Power Industries) in Palo Alto, Calif.; and Veridian Engineering in San Antonio, Texas.

AFRL and DOD's Joint Non-Lethal Weapons Directorate have spent roughly $40 million developing ADT over the past decade. ADT also was chosen as an Advanced Concept Technology Demonstration (ACTD) earlier this month - one of 11 2002 ACTDs the DOD says will aid in the war on terrorism (DAILY, March 6).

'We like doing that'

The selection means more money for the program, although the lab will lose direct control of program development, Stephen said.

"It goes to a product center, and they get more control over developing it, and we get plenty of oversight from OSD [Office of the Secretary of Defense], of course," he said.

Nevertheless, "we like doing that," Stephen added. "We're happy when things transition. It's great for us, and then our scientists can spend a little more time going back and developing the next thing."
